Associate Laboratory Director - Tactical Systems and Preparedness


    Summary:


    This position reports to the Laboratory Director of the University Multispectral Laboratories (UML) and the President/CEO of Triton Scientific LLC (TSCI), the manager and operator of the UML. The Tactical Systems and Preparedness Director as part of the UML executive group has responsibility to establish and lead the program and capabilities associated with unmanned systems and training & exercises for the UML and TSCI.



    Minimum Qualifications:


    Proven experience in establishing and managing multiple departments within a government, university or private industry environment.


    In depth knowledge of general strategic and tactical planning; building new national capabilities; risk identification and management; government contracting / negotiations; financial and project controls; procurement processes; integrated environmental safety, health and security management; and human resource policies and procedures.


    Organizational leadership, as evidenced by the ability to establish and lead technical and tactical projects or teams, as well as mentor younger staff. A decisive individual who possesses the ability to think strategically and act tactically.


    Working knowledge of relevant government programs in DoD, DHS, IC, DOE, etc.


    Active security clearance, TOP SECRET or above.


    Essential Functions:


    1. Providing overall leadership and direction for Tactical Systems and Preparedness (TSP) programmatic activities.
    2. Develop strategic and operational plans for the TSP Directorate in collaboration with UML senior leadership.
    3. Lead program and business development activities specifically related to enhancing operational capabilities of end-users and operators through unmanned systems technology and TTP transfer, logistics, deployment, training and exercises.
    4. Attend and be a proactive contributor to UML senior leadership and develop current and new staff members.
    5. Evaluate and advise on the impact of long-range planning, introduction of new programs/strategies and regulatory action.
    6. Enhance and/or develop, implement and enforce policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the organizations.
    7. Interact with appropriate Federal, State, local, tribal and corporate organizations to build and maintain key programmatic and operational relationships in the unmanned systems and training & exercises capabilities.
    8. Identify and maintain lists of current and emerging stakeholder requirements.
    9. Recruit and provide leadership to a premier set of leaders, managers and staff that will ensure the cost, schedule and performance of TSP programs.
    10. Collaborate with other Associate Laboratory Directors and Division Directors to co-develop and co-lead programs in the following areas: unmanned systems, training, exercises threat, technology, needs, capability and gap assessments; and/or battlefield and red team operational assessments.
    11. Ensure UML compliance with all appropriate entities for Health, Safety, Environmental and Security Compliance.

    Desired Qualifications:


    Candidate should have at least 15 years experience in overall defense, intelligence, security and energy programs/missions with extraordinary accomplishments for team leadership. The position in this classification requires a high degree of independent judgment and initiative substantiated by a strong record of performance and current references. The individual must learn and reflect the Consortiums culture and handle assignments that involve highly sensitive or confidential matters.
